Animal Control

General Information

The Cabarrus County Animal Shelter is located at 244 Betsy Carpenter Place, Concord. It is off of HWY 49 South. The Animal Control Division is responsible for investigating animal cruelty, enforcing existing Animal Control Laws, further investigating animal bites, enforcing rabies tag violations. and managing stray animals.

The Cabarrus County Shelter is for the citizens of Cabarrus County to use. You must have a current NC drivers license showing your Cabarrus county address when coming to the shelter to do business. If you DO NOT have a NC license but are a resident of NC and Cabarrus county, you may use your out of state license for a picture ID and the following may be used for proof of residency:
  • a current utility bill
  • a current insurance registration
  • a current pay stub​
  • a current lease/rental agreement
The shelter is open to the public Monday - Friday from 12pm- 4:30pm. 
These are the times when: 
  • A Stray animal may be dropped off
  • Traps can be checked out
  • Traps are returned
  • Animals may be reclaimed by their owner

To get a trap for trapping wildlife, you must have a permit from the wildlife department and you must bring it with you to the shelter. NO TRAPS will be loaned out for trapping wildlife without the permit.

Animals that are SURRENDERED by their OWNER are taken on Monday and Tuesday ONLY from 12pm-4:30pm.
The Animal Shelter is not a pet boarding facility.

Fines and Fees
Fines and fees associated with reclaiming an animal are as follows. For violation of the leash law in section 10-6 of the animal control ordinances, the fines are:
  • 1st offense 50.00 fine
  • 2nd offense 150.00 fine
  • 3rd offense 250.00 fine
Fees associated with reclaiming an animal are as follows:
  • 8.00 per day boarding fee (applied to cost of food, water, and cleaning supplies)
  • 10.00 vaccination fee for dogs
  • 5.00 vaccination fee for cats

The Shelter accepts cash, check, visa, or mastercard.

Shelter Closings

The shelter is closed for the following 2015 holidays:

Independence Day: Friday July 3

Labor Day: Monday September 7 

Veterans Day: Wednesday November 11

Thanksgiving: Thursday and Friday, November 26 and 27

Christmas: Wednesday-Friday December 23,24,25 

Vaccine Information

The Animal Shelter now administers vaccines to  animals brought to the shelter. Vaccines are administered on a case by case basis.  Dogs receive a kennel cough and parvo vaccine. Cats receive and FVRCP (feline parvo) vaccine.  This helps with preventing sickness and maintains a healthy environment for all the animals.

General Information about the NC State Wildlife Department can be found on their website at This will give you all the rules that must be followed with regard to trapping wildlife. Animal Control DOES NOT remove wildlife from basements, crawl spaces, attics, drains, or natural habitats.

Rabies Clinic

Animal Control now hosts a monthly rabies clinic at the shelter. Please feel free to call the shelter to ask when the dates and times of the rabies clinic will be. All rabies shots are 10.00 with 1.00 being donated to the Humane Society of Concord. 


Adoption and Rescue Information

Humane Society Hours of Operation at the shelter are: 

Monday - Thursday 2pm- 5pm

Saturday 12noon- 4pm and Sunday 2pm-4pm
